National Grid submitted an application to the New York State Public Service Commission (PSC) for a Certificate of Environmental Compatibility and Public Need (EM&CP) under Article VII of the State Public Service Law on May 29, 2015. A separate EM&CP for the Cicero Substation will be prepared and submitted prior to the start of construction. The Article VII process involves an evaluation of all potential impacts from the project and includes a detailed environmental assessment. Other agencies, like the Department of Agriculture and Markets, the Department of Environmental Conservation, and the Office of Parks, Recreation, and Historic Preservation, are entitled to become parties to the Article VII process.

The project involves a transmission line portion, completed in 2021, and the construction of the Cicero Substation. It is anticipated that substation construction will start in 2027 and be in completed by 2029.
