Our Fleet programs work to support our customers as they move to electrify their light-duty and medium/heavy-duty vehicle fleets in a cost-effective, efficient, and sustainable manner.
Fleet EV Charging Program
This program provides up to 100% funding of electrical infrastructure costs for all fleet customers, and additional rebates on charging station equipment costs for public fleets.
Step 1. Learn about the Program by reading the Program Brochure and reviewing the detailed incentive charts.
Step 2. Select qualified equipment for your project. Please see the following guidance for choosing qualified equipment.
- L2 Hardware: Beginning April 1, 2024, products can either be listed on the Qualified Equipment List or listed on the Massachusetts tab of the EPRI VPL.
- DCFC Hardware: Beginning April 1, 2024, products can either be listed on the Qualified Equipment List or on the Massachusetts tab of the EPRI VPL.
- Networks: Must be listed under the Network section of the Qualified Equipment List.

Fleet Advisory Services
We are offering no-cost Fleet Advisory Services to publicly owned fleets. The program assists public fleets with comprehensive advisory services to navigate the complex journey to vehicle electrification, create fleet electrification plans, and estimate total cost of ownership savings.
Public fleet customers include:
- Public Transit Agencies
- School Buses
- Municipalities
- Federal or State fleets
- Public Universities
Preference will be given to eligible fleets that serve or operate in Environmental Justice Communities.

MA Fleet Off-Peak Charging Program
The Fleet EV Off-Peak Charging Program allows customers to earn rebates when charging commercial EVs during designated off-peak times.
Participants are eligible to earn $0.05/kWh for EV charging during off-peak hours from June 1 to September 30 (“summer months”) and $0.03/kWh for EV charging during off-peak hours from October 1 through May 31 (“non-summer months”). Off-peak hours are 9:00 p.m. to 1:00 p.m. Monday through Friday, excluding the National holidays.
The program is available to all fleets, including private and government-owned commercial vehicles using eligible networked EV charging stations.
Customers could save over $100 per vehicle per year.

Yes! The National Grid MA Fleet Advisory Services Program provides free, expert analysis to help you understand how shifting publicly owned vehicle fleets to electric power sources can benefit your organization and your community. To accelerate and facilitate the adoption of ZE trucks, some fleets can access voucher incentive programs that bring down the upfront costs of the vehicles. Many vehicle fleets in Massachusetts are now eligible for purchase incentives through MOR-EV, offered by the Massachusetts Department of Energy Resources. The Zero-Emission Technology Inventory (ZETI) tool is an online resource used for cataloging worldwide, commercially available offerings of zero-emission medium- and heavy-duty vehicles. ZETI provides comprehensive information, including regions where certain brands are available for purchase, timelines for future models, and model specifications and details.

The Fleet EV Charging Program EVSE rebates are available to all publicly owned fleets, including government fleets, public transit, and schools.
Incentive dollars are allocated throughout the program duration (four years) based on demand and how quickly projects are completed. National Grid encourages customers to apply as early as possible as incentive dollars are available on a first-come-first-serve basis and National Grid cannot guarantee funding will be available at the end of 2026 if there is significant demand.
For the Fleet EV Charging Program, there is not a minimum or maximum port requirement per project. If the EV chargers will be accessible to the public, then the project will receive incentives based on the Public and Workplace EV Charging Program, which does have specific guidelines for project size. The Fleet EV Charging Program has a limited budget. As such, the program will approve infrastructure incentives for each specific project to maintain an equitable distribution of program incentives across customer groups as well as specific customers. The Fleet EV Charging Program will be administered under the guidance from the Massachusetts DPU Order 21-91, which placed a cap on DCFC EVSE rebates of $400,000 per project. This cap applies to both Fleet EV Charging Program participants and Public and Workplace EV Charging Program participants.
Topic: Off Peak Charging
Demand for electricity tends to be at its highest during 1:00 p.m. to 9:00 p.m., meaning that EV owners that charge outside of that time (“off-peak”) help reduce the cost of electricity and improve the resiliency of the electric grid. Additionally, when demand for electricity is lower, National Grid can utilize more carbon-free resources to provide electricity. Off-peak charging is more affordable
The off-peak rebate is paid as a fixed per-kWh rate for charging your EV in Massachusetts during the hours of 9:00 p.m. to 1:00 p.m. Monday through Friday, excluding the National holidays of: New Year’s Day, Marin Luther King’s Birthday, Washington’s Birthday, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day. All holidays will be the nationally observed day.
Participants are eligible to receive a reward of $0.05/kWh for EV charging during off-peak hours from June 1 to September 30 (“summer months”) and $0.03/kWh for EV charging during off-peak hours from October 1 through May 31 (“non-summer months”).
MA Fleet Off-Peak Charging Program participants will receive their rebates for charging during off-peak times as a credit on their electric bill on a quarterly basis. The credits are calculated each calendar quarter and administered to customers the 2nd Friday of following the quarter’s end.
For example, if you earned $100 for charging your Fleet EVs during off-peak hours during the months of January, February, March, you would see a $100 credit applied to your bill on the next bill after mid-April. If your billing cycle occurs prior to the second Friday for a given month, the utility bill credits are then applied on the subsequent month’s bill.
You can enroll a maximum of (50) Fleet EVs per Utility Account in the MA EV Off-Peak Charging Program. For example, if your business has three electric accounts, you can enroll up to 150 Fleet EVs in this program.
