Making energy affordable for everyone.
We're committed to providing reliable and affordable energy for every New Yorker. If you receive a Home Energy Assistance Program (HEAP) grant or participate in a qualifying governmental assistance program, you may qualify for a monthly bill credit through our Energy Affordability Program (EAP).
How it works:
You will be automatically enrolled in EAP when a HEAP grant is added to your National Grid account. If you do not have a National Grid heating account and receive a HEAP grant through another utility you may be automatically enrolled through an OTDA file match process. You can also self enroll with a current award letter or supporting documents if you receive benefits from these qualifying governmental assistance programs:

- Supplemental Nutrition Assistance Program (SNAP) (Food Stamps)
- Supplemental Security Income (SSI)
- Medicaid
- Veterans Disability or Survivors Pension
- Federal Public Housing Assistance
- Child Health Plus
- Utility Guarantee/Direct Vendor programs
- Temporary Assistance for Needy Families (TANF)
- Safety Net Assistance
If living on tribal lands:
- Bureau of Indian Affairs (BIA) General Assistance
- Tribally- Administered Temporary Assistance for Needy Families (TTANF)
- Tribal Head Start
- Food Distribution Program on Native American Reservations (FDPIR)
How to see if you have been automatically enrolled in EAP:
If you are enrolled in EAP you will receive an EAP Enrollment letter to provide additional details.

How to self enroll in EAP:
- Fill out the Energy Affordability Program online application form or
- Print, complete, and return the application form (PDF) including the award letter or supporting documents

What happens once enrolled:
- Your account will receive the appropriate EAP tier credit on the bill following your next meter reading date and continue for 14 months.
- If you have no past-due balance at the time of enrollment your account will be automatically enrolled in the Budget Plan unless you opt out. The Budget Plan provides a convenient way to manage your energy bill over a 12-month time period.
- A reminder bill message will appear at 12 months to notify you that your EAP monthly credit is about to expire.

To remain eligible for the EAP bill credit:
- You must apply for and receive a HEAP grant annually. EAP credits will continue automatically when a HEAP grant has been applied every 12 months to your active account.
- You may also self enroll by submitting an application and required supporting documentation annually. This may include your HEAP grant award letter with another fuel vendor or proof of participation in the eligible programs listed above.

Please note that discounts are reviewed on an annual basis, and can either increase, decrease, or remain the same.
*National Grid non-heating customers will be placed in Tier 1.
