National Grid Response to PA Consulting’s Review of Vaporizers 13 & 14 Report

BROOKLYN, N.Y. – Today, National Grid filed comments in response to PA Consulting Group’s report on the Greenpoint Vaporizer Project. National Grid agrees with PA’s finding that the Greenpoint Vaporizers are the best available option considering cost, reliability, and other factors, and that the project is required to ensure future system reliability. However, the company strongly disagrees with the findings that the project is not needed before the Winter of 2028-2029. The need for the Greenpoint Vaporizer Project has been vetted and confirmed in multiple proceedings since the project was first initiated in 2020, including PA Consulting’s earlier report, which found that the supply risks are real and that further project delays would create risks of service interruptions.
National Grid’s responsive comments explain why several key findings in the report are fundamentally wrong, including:
- The report is premised on unsupported adjustments to the demand forecast. Among other issues, the report presents a single point forecast (compared to the range of potential economic and policy outcomes reflected in the company’s forecast) that suggests a false sense of precision for future supply planning. These forecasting issues undercut the foundation of the conclusions in the report.
- The report suggests that the decision to construct the vaporizers can be further delayed until 18-months before the project is needed to support customers’ energy demand, which fails to consider the complexity of permitting and constructing energy infrastructure.
- The report also fails to consider and properly account for the safety and other operational benefits of the new vaporizers, including that the units provide significant system reliability and resiliency without adding new gas supply.
The consultant’s report confirms the Greenpoint Vaporizer Project and the Metropolitan Reliability Infrastructure Project are not related, which has been the subject of considerable public misinformation.
